What a Rebar Submittal Should Tell You Before the First Bar Lands

A good submittal answers the questions the field is going to ask anyway. What we look for before a placement drawing goes out — and why this is the cheapest quality control on the job.

Most reinforcement problems are not discovered on the deck. They are discovered on the deck, but they were created weeks earlier in a submittal nobody read closely.

That gap — between where a problem is created and where it is found — is the whole subject of this article. It is also the cheapest thing to fix on any construction project, because the work required to catch a conflict is identical whether you do it in a drawing review or at seven in the morning with a pump on the way. Only the price changes.

What a submittal actually is

A reinforcement submittal is the translation of the engineer's design into instructions a crew can follow: placement drawings showing where every bar goes, and a bar list identifying each one by mark, size, shape code, length and count.

It is submitted to the engineer of record, reviewed against the specification, and approved before anything is fabricated. That sequence matters — approval precedes cutting, because a bar bent to the wrong shape is scrap and a bar bent to a shape nobody checked is worse.

It is worth being clear that the engineer's review is not a transfer of responsibility. The detailer is responsible for the detailing; the engineer reviews for conformance with the design intent. A submittal that arrives expecting the engineer to find its errors has misunderstood the transaction.

The three questions the field will ask

When a crew opens a placement drawing at six in the morning, they are asking the same three things every time.

What goes here

The failure mode is information that exists but is not where the crew is looking. A bar schedule on sheet S-501 that governs an element drawn on S-302 is technically complete and practically useless at six in the morning in the rain.

Per-element call-outs are the fix, and they are not a courtesy. A crew that has to cross-reference three sheets to establish spacing will eventually establish it from memory, and memory is how a #5 at eight inches becomes a #5 at twelve.

In what order

Placement sequence is the most commonly omitted item in a submittal and one of the most consequential, because a drawing shows the finished condition and a crew has to build it in an order.

Some orders are impossible. A congested joint where the beam steel has to thread through the column ties can only be built one way, and if the bundles arrive in a different order the crew either works it out on the deck or takes steel back out. Stating the sequence is how a detailer passes on what they worked out while detailing.

It also governs what has to project from one placement into the next — dowels, continuity bar and the lap lengths at construction joints. Those are decided at the joint, and the joint is decided by the sequence.

What it has to clear

This is where most revisions come from, and it is covered below in its own right, because it is the item that separates a submittal that is approved from one that is buildable.

Coordination is part of the submittal

A submittal that has not been laid over the mechanical and electrical drawings is a submittal that will be revised. We would rather spend a day on the overlay than lose a morning to a stopped pour, and the general contractors we work with repeatedly tend to feel the same way.

The overlay is an unglamorous exercise: take the reinforcement layout and the MEP layout for the same element and put one on top of the other. Sleeves, conduit banks, floor boxes, drains, anchor bolts, equipment embeds and post-tension tendons all occupy space that was not on the structural drawing when the reinforcement was designed.

What comes out of it is a list of conflicts, and each one has exactly three possible resolutions: move the reinforcement, move the other thing, or get the engineer to accept the condition. All three are cheap on paper. All three are expensive at seven in the morning, and the third one is effectively unavailable then, because the engineer is not on site and the pump is.

On congested building types this is the single highest-value hour in the package. A data centre equipment floor or a high-rise column-to-beam joint will generate conflicts. The only question is when.

What else should be visible

Laps stated, not assumed

Lap length depends on bar size, grade, concrete strength, cover, spacing, whether the bar is coated and whether it is a top bar. That is a calculation, not a rule of thumb, and it produces different answers in different elements of the same building.

A submittal that says "laps per general note" has pushed that calculation onto a crew with a tape measure. The good ones state the lap per element, or at minimum tabulate by bar size and condition on the drawing the crew is holding.

Bend diameters

Bar has a minimum bend radius that depends on its size and grade. Bent tighter, the steel is damaged at the bend — and on higher-strength or coated bar the tolerance is smaller, not larger.

Shape codes on the bar list should be consistent with the specified grade. This is a shop issue more than a field issue, but it surfaces in the field as bar that does not fit the form.

Support and cover

Cover is achieved by supports, and supports are a quantity. A submittal that shows the reinforcement but not what is holding it up has documented half the system.

Chair type, height and spacing belong on the drawing, and on decks and mats they belong there explicitly, because support spacing that is adequate on a flat slab is not adequate on a sloped deck a crew will walk for six hours.

Revision control

The single most avoidable category of reinforcement problem is detailing produced against a superseded structural drawing.

A submittal should state, visibly, which revision of which sheets it was detailed against. When the structure is revised — and it is — that statement is what lets somebody determine in five minutes whether the fabricated steel is still correct, instead of finding out on the deck.

What good review looks like from the buyer's side

General contractors sometimes treat the reinforcement submittal as paperwork routed to the engineer. It is worth more attention than that, and the questions are answerable by a non-specialist.

Is the placement sequence stated? Has an MEP overlay been done, and is there a conflict log? Are laps per element or per general note? Are supports shown? Which drawing revision was this detailed against? Is there anything the detailer flagged that has not been answered?

That last one matters most. A good detailer produces questions, and a submittal returned approved with unanswered questions inside it is a submittal that will be revised after fabrication.

Why this is the cheapest quality control there is

Every one of these is resolvable in a submittal for the cost of a revision. The same item found during placement costs a morning; found after a pour, it costs a repair and a conversation nobody wants to have.

None of it is exotic. It is the difference between a package that is approved and a package that is buildable, and it is worth the extra pass.

On agency and infrastructure work this is enforced rather than encouraged — the submittal carries mill certificates, heat traceability and documented resolutions as a contractual deliverable. Commercial work asks for less and benefits from the same discipline, which is one reason crews who have worked to a DOT standard tend to produce better commercial submittals.
