A public opening date, announced in advance
Nearly 400,000 square feet of structural concrete, a thousand beds, and a county that had already told the public when the doors would open. Every pour had an inspection in front of it.
Steel staged to the pour calendar
Deliveries sequenced so bar landed in placement order, mats tied and checked ahead of each inspection, and cover and spacing verified before concrete was called.
On time and under budget
The facility opened in March 2026 as scheduled, with placement and inspection documentation handed over for the county's record.
The job
Jackson County needed to replace a jail it had outgrown, and it needed the replacement to open on a date the county had already announced.
JE Dunn, with Axiom Construction Group, delivered the $317 million facility on time and under budget. Underneath that headline is a great deal of structural concrete: mat footings, foundation and security walls, and structural slabs across nearly 400,000 square feet.
Our part was the reinforcing steel — and on a job like this, reinforcing steel is a schedule instrument. Concrete gets called when the steel is tied, checked and signed off, and not a day before.
How it ran
Foundations and footings
Mat and spread footings tied in sequence with the excavation, so the concrete crew never waited on steel and no open excavation sat longer than it had to.
Foundation and security walls
Heavy wall reinforcement with tight tolerances — on a secure facility the embed and dowel layout has no room to drift.
Structural slabs
Slab mats staged pour by pour, with cover held and chair spacing checked before every inspection so nothing stopped the truck.
Close-out
Documented placement and inspection sign-off for the owner's record — the part of a public job that outlives the schedule.
